Finland's iGaming monopoly is ending, sparking a rush of applications. 24 operators have already applied for licenses ahead of the private market launch in July 2027, drawn by a highly engaged population.
Finland's online gambling scene is buzzing with anticipation. It's a classic case of a market poised for a major shake-up, and the players are already lining up. The long-standing monopoly held by the state-owned Veikkaus is officially ending, and a new era of private competition is set to begin in July 2027. This isn't just a minor policy shift; it's a complete overhaul that has the industry's full attention.
### The Rush for Licenses
When the application window opened in March, the response was immediate and significant. A freedom of information request revealed that by March 30th, a total of 24 operators had already submitted their license applications to Finland's National Police Board. The review process is expected to take between three to six months. And that's just the start. Reports indicate even more companies are waiting in the wings, holding off until there's more clarity on the country's proposed responsible gambling and advertising rules. They're all drawn by a simple, powerful statistic: around 70% of Finland's population participates in some form of wagering each year. That's a level of engagement that's hard for any operator to ignore.
### Understanding the Finnish Gambler
So, what makes this market so attractive? Industry experts point directly to local habits. "If you look at the Finnish customer behaviour, Finns are quite heavy gamblers," stated Pekka Ilmivalta, Head of Office at Nordic Legal. He notes that while lotteries have been a traditional favorite, the transition to online play is a natural one. People are already comfortable with the concept. The financial potential reflects this. Analysts from H2 Gambling Capital estimate Finland's iGaming market could be worth a staggering $2 billion in total Gross Gaming Revenue (GGR) by 2026. Of that, about $1.3 billion is expected from gaming, with a massive 81% of that activity happening online.
### Market Size and International Appeal
Of course, there are considerations. With a population of just 5.6 million, some see Finland as a relatively small country to support a flood of new operators. The brand recognition of Veikkaus means it will likely remain a dominant force. But interestingly, even Veikkaus executives are welcoming the competition. Jarkko Nordlund, Veikkaus Head of iCasino and Sportsbook, believes the market will be suitable for serious international firms. He expressed respect for operators used to navigating strict regulatory environments in multiple markets. This openness signals a significant opportunity.
- **Projected Licensees:** Industry insiders estimate 40-50 total licensees could be operational by the market launch next summer.
- **Brand Potential:** Each licensee is reportedly eligible to launch multiple brands under their license.
- **Key Players:** The market could attract major international brands like Bally's, International Game Technology (IGT), and Entain, all of whom are actively expanding their global footprints.
The shift represents a "long-awaited change," as Ilmivalta put it. For operators and players alike, Finland's iGaming landscape is about to become a lot more interesting, competitive, and diverse. The race is on, and the starting line is in sight.
